Announcement
The Universal Declaration of Human Rights was presented to the United
Nations General Assembly at the Palais de Chaillot in Paris and was adopted
on the 10 of December 1948. Many individuals, private organizations and
public institutions worldwide, have committed themselves over the past six
decades to the promotion of Human Right. However, much remains to be done.
To highlight positive developments in the area of Human Rights promotion in
the GCC region, the Regional European Commission Delegation in Riyadh
announces the second edition of the Chaillot Prize. The prize, organized in
close cooperation with Member States Embassies, will reward activities,
campaigns and actions which favour progress in the field of Human Rights
promotion and Human Rights awareness in the Gulf countries.
The Prize will be awarded to an action, activity or campaign which promotes
the rights of vulnerable groups (children, the disabled, women, the elderly,
etc) or which promotes general awareness of human rights. The winner will be
determined by a jury composed of Member States representatives.
The prize will be awarded before the end of 2009.
Who can apply?
The 2009 Chaillot Prize welcomes direct applications from local civil
society groups, individuals and private or public institutions which carry
out activities, campaigns or actions in favour of the promotion of human
rights in the GCC region.
Applications can also be forwarded to the EC Delegation in Riyadh through
Embassies of the Member States of the European Union in the Gulf countries
(Saudi Arabia, Bahrain, Qatar, Kuwait, Oman or The United Arab Emirates).

Rules
1. Institutions, civil society groups,
individuals, private and public entities are invited to nominate campaigns,
activities or actions in the field of Human Rights promotion which have
taken place or are taking place in any of the six Gulf countries in the last
two years ( 2008-2009).

The Chaillot Prize for year 2009 (second edition) will concentrate in
particular on actions, activities, campaigns regarding the rights of
vulnerable groups (for example: children, the disabled, women, the elderly,
etc) or general awareness of human rights.
3.
Applicants must submit ONE action, activity or campaign, (not of the
entire activities), of an individual, association, group or institution.
Applicants submitting more than one application will be disqualified. This
call is open to applicants who have submitted application at previous
editions of the prize.
4.
Applications will be evaluated solely on the basis of written material
provided.
5.
The documents must be submitted in English. Each application will contain a
summary whose length may not exceed 40 lines, including spaces and
punctuation.
6.
The name of the organisation, individual, association, institution, etc
carrying out the action, activity or campaign as well as its contact details
should be clearly indicated.
7.
Only applications and proposals respecting the application form, available
on the web site of the European Commission Delegation in Saudi Arabia will
be taken into consideration. Website:

8.
A first screening will be made by the European commission delegation on the
basis of 60 point scale, as follows:
·
20 points for relevance regarding the needs of the
specific regions/ country;
·
20 points for capacity to generate change;
·
20 points for achievements and impacts.
9.
The European Commission delegation will present the results of the screening
to a jury composed of the Ambassadors of the European Union or their
representatives.
The
three proposals having obtained the highest score will make the object of
the final voting of the jury.
In case
of equality between two or more proposals, the Head of Delegation of the
European Commission will have a discerning vote between proposals with equal
number of votes.
10.
The European Commission will award the Chaillot Prize on the basis of a
proposal from the jury.
11.
The decision of the jury and the European Commission shall be final.
12.
The name of the winner will be published as well as the names of the
finalists.
13.
The winner will receive a Financial Award of 6000 Euros.
14.
The prize will be awarded before the end of the year.
15.
The European Commission has the right to reproduce and disseminate the
information
concerning the activity, action or campaign having
being awarded the Prize. Acceptance of the prize implies acceptance of
publication of this information. In case of non acceptance, the prize will
be allocated to the second finalist.
16.
Work carried out by the European Community institutions, Member States,
their institutions or agencies are not eligible for the prize.
17.
Scanned application form from stakeholders and proposals by Member States,
duly completed and signed by the legal representative, must be sent by
e-mail (in Word Format) no later than Saturday 24th of October
2009 to the following address:
